  Cold please explain the difference between Sec 84(7)b and 88(1)?

  Section 84(7)(b) lists out the instances where reasonable requirements of the public, one of the conditions where a compulsory license is granted, is not satisfied. Whereas, Section 88(1) discusses the various powers of the controller while granting a compulsory license.
