Can provisional application published? If not, whether it will be published  after if examiner make request to consider provisional as complete ?

Time period which is 18 month is from date on which provisional application filed OR date on which complete specification filed?

A provisional application is not published. An application for a patent is only published after a complete specification is filed. The complete specification shall be published after 18 months from the date of provisional application, or from the date of priority of the application, whichever is earlier.

According to R.74A, on payment of the prescribed fee, after the grant of the patent, the provisional specification, or any other document as mentioned in the rule can be inspected at the appropriate office.
