  Can you explain me section 20(5) ? What directions does controller give when there is a dispute? What does ‘regulating the proceeding’ mean here?

  In the case of joint or multiple applicants, if any dispute occurs among the applicant then the controller can decide on who can be the applicant? This happens only when any one of the applicants requests the controller to do the same through an application. The controller hears each and every applicant then decides.
